Hi all.

As per title, need to replace a VHF in our clubhouse. If I were getting one for my boat, it'd be high-spec Icom or other such, however this is just a budget VHF that will never see the elements.

Any cheap and cheerful recommendations?

If you get the Cobra, I think you are missing a trick.
Especially if it going to be use as a club radio.
I don't think the Cobra comes with channels M and M2
Channel M and M2 are reserved for sailing clubs and some marinas in the UK

Whereas the UK version (with suffix E) Standard Horizon GX1400GPS/E does have those channels.
See here
GX1400GPS/E - Standard Horizon

The Standard Horizon GX1400GPS/E is only a little more expensive and, IMO, a much better set.
I fitted one to my tender.
Standard Horizon kit is always good quality.

As a naughty trick, I often use channel M or M2 in the Med between the mother ship and the tender - gives us a quiet channel to ourselves.
I would always buy a set with those channels included.
I even sent my Simrad set (that was supplied by Princess) off when I bought the boat just to get those channels programmed in.

EDIT
Here is a price for the Standard Horizon at the same price as the Ebay link above
Standard Horizon Eclipse GX1400GPS/E Compact Fixed VHF Radio Gael Force Marine

+1

Any good quality radio will have the user option of switching between INT (UK) and other frequencies used elsewhere for contacting marinas etc.
With marine radio you really do get exactly what you pay for , cannot believe that any club cannot find a few quid extra for a decent radio with a quality reputation.

Is a marine radio for use on a boat permitted to be used as a shore station?
Not that anyone cares really but just a thought.
