To be fair this seems to be a MDL thing not specific to Brixham, if you speak with the guys at Brixham they are very friendly and not pushy at all.

Torquay is more expensive than Brixham and new berth holders won't get Freedom Berthing benefits. Make sure to check out all the other costs that will affect you.
