I can't quite remember my A Level Applied Maths.
If my soon to be mounted PV panel should accidentally turn to vertical in my absence, and it should blow a F9 then the force on it would be about 50kg/m2.
Assuming the force would be straight along the length of the M5 SS 316 bolts in the clamps then how many bolts would be just enough to ensure that it would not detach?

I would then include a safety factor of at least two.

Thanks

50kg/m2=500N/m2 approx.
From your link, I'm getting a max safe force in 1 bolt of 5000N.
To solve your problem, we need to know the area (m2) of the panel.
Take 500*area/5000 to find the number of bolts needed. I suspect the result is less than 1. So a few should do unless the panel is huge.
