Should I use Brass or Stainless screws/bolts to fix new Galvanised Rowlock holders to my tender?
The original ones have dissolved into rust - I suspect this was because I replaced the original brass screws with Stainless about three years ago.

Brass is not advised for fastening galvanised fittings.

Stainless steel is OK but there will be some some reaction around the head of the screw on the galvanising

Galvanised screws are the best choice.

My own tender has plastic rowlocks and holders ...no problems in 30 years, certainly no rust, although I have renewed the brass screws once, maybe twice

If they dissolved into rust in 3 years IMHO they were not true stainless steel, moat likely zinc plated.

You could use galvanizes steel but I don't think you will find true galvanized these days only cheap zinc plated which will rust bin next to no time.

I would use A4 stainless steel but brass would be OK if the Rowlock holders are inset into the dingy sides.
