Bow thruster clicking away but refusing to turn

Hi all,
A quick bow thruster question. Following a freshwater flooding of a locker that shortened out my bowthruster, I recently installed a new wire harness and a new relay box. However, the engine doesn't turn instead we only hear the solenoid clicking.
I checked the initially supplied voltage it's 14.09V, but when pushing the "right" or "left" button on the thruster controller the clicking sounds starts and the voltage drops down to 6-8V.
The anchor winch runs just fine of the same batteries, so I doubt it's a battery issue.
Do you have any hints on how to troubleshoot this?

It's a Side-power SE100 12V bow thruster
 
Forgot to mention that I also tried it with a different fully charged battery with the same result- the solenoids click, but the engine won't turn ;-(
 
Caught a 10 LB Salmon in the thruster prop ?? Careful as motor seems to be drawing current and not turning. Could also be seized after the dunking
 
Thank you all, I'll check the wiring and connections again and will also remove the motor end cover and have a look. The water only got as high as the relay so could have reached the lowest part of the motor.
