Funnily enough I was wondering whether an Aquastar might fit the bill.
The one in your link has twin 210hp naturally aspirated diesels and whilst it will depend on how she is propped I wouldn’t have thought there would be a problem with river speeds. To give an indication our last boat had twin 300hp and whilst she did three to four knots at tickover she was absolutely fine on the river. We were Broads based so used her inland and at sea. We sometimes ran on one engine inland as the gearboxes were okay with lubrication, not really to bring the speed down but more to manage engine hours.
