Anyone know of a book I can buy or download, that’s tell you the rules / practical help for getting a boat to pass the BSS,

All generally sensible and straightforward. There are some things open for interpretation and there is some variability amongst the inspectors where you may find some have a particular hobby horse. I was pleased with the pedantry when I had my Sunline inspected on the River Severn, giving a degree of confidence in the boat and systems. I had to check something with the BSS admin and found them very helpful. Good luck.
 
There was a three part series in motorboat owner mag Apr, May, Jun 2016 that explained each section and what is required. There may be the odd change since then, but the basics will all be covered. Can be downloaded on their website for free.
 
Plenty of sea boats get BSS without any great issues but it is possible some work may be necessary such as diesel heater fuel pipes cannot be plastic . A bilge pump may not pump out the oil from and engine leak or a split sump but a suitable filter on the bilge pump outlet can satisfy BSS on this point... unless an oil catch tray is in place sufficiently sized to take the entire sump contents.
I have not had to do anything more than make sure a fire blanket is on board, sufficient in date extinguishers are on board and CO detectors working / in place.
 
My bog standard Sealine F36 failed as the surveyor couldn’t get to the top of the starboard fuel tank to see it’s connection to the filler hose, or something like that, so I failed
Luckily don’t need one had it done as a sort of check, mainly the gas system that I had to have re plumbed so well worth the fee

Some BSS surveyors are more picky than others .
Some are not picky enough.
 
Maybe if you could reveal the make/model of boat you refer to someone could just possibly have experience of a BSS pass , or failure point. Slim chance but who knows .

Hi there boat is a New to me 1976 Fiberglass Storebro biscay 31 ,the boats never Been on inland waterways before, boat needs work so will try get most things sorted while I’m doing jobs , Not sure how hard Storebro’s are to get through the test ? I’ve bought it to keep on the River seven / Avon / Bristol Channel t ,Hence needing BSS , had nearly 20 years in 3 different boats on the south coast , sick of the drive and the mooring costs , so thought we would go back to where it all started ,
 
Looks similar in style of a Princess 32 (but better looking) . There are many such boats on inland waterways .
You could get a BSS surveyor to carry out and inspection and from that you would have a list of things needing attention?

Requirements for fuel lines might very well need a review- fuel hoses need to be marked with the appropriate standard.
Also bilge pump arrangements as I mentioned earlier.
The fuel filler and breather pipes and connection to the fuel tanks need to be visible for the inspection.
Does it have gas for cooking? If so there requirements to be met including the gas locker has to drain overboard .
Fire extinguishers , a fire blanket and CO monitors required.
Hopefully none of it should involve major work.

im going to renew the gas as it’s shockingly bad doesn’t even have a gas box
