Boat Safety Scheme Certificate - should brokerage boats always have one?

We're just finalising the purchase of a Dutch Steel Cruiser from Norfolk Boat Sales in Wroxham. The boat doesn't have a current BSS certificate and NBS are adamant that this is our problem, not theirs! Other brokers I've dealt with in the past wouldn't dream of selling a boat without the relevant certificate, if they know that the boat is going to be used on waters where such a certificate is required. It's not a deal-breaker, but what do others think?

Its the sellers responsibility, if its a boat that's going to be moved to the coast and doesn't need BSS then no problem, if I was selling an inland waterways boat then I would make sure it was tested as it will have to have BSS, its not the brokers job to pay for it.

The seller doesn't see it as his problem. The broker has offered to pay for the lift-out fees (for the survey) to compensate for the cost of the BSS. I don't think anyone is being unreasonable, and we're happy enough, it's just slightly annoying to have to arrange all these things at a distance.
 
The cost of the BSC is about £150, assuming everything ok. It becomes a problem if there is a significant rectification issue, especially to fuel and gas hoses.
I bought a coastal boat for the river, and had to get some covers made for the fuel filters, as they had a plastic water in fuel sensor, which the BSS did not like. Fortunately Mercruiser made some up for me, and fitted then for nowt!

I would get a surveyor that also does BSS and he can do both at same time, then its easier to arrange from away.

We were going to ask the surveyor to do that, but Norfolk Boat Sales assured us that they never sold a boat without a BSS certificate ... Not a big deal anyway, and I think NBS are being reasonable about it, it's just one of those minor irritations.
