Boat Safety Certificate survey

If the gas locker should fill up with gas and overflow onto the deck (due to the gas being heavier than air ) where would the gas go after that ? Would it flow into the open door into the saloon? Or would it flow towards the stern which might then be drained overboard ?

eg imagine you filled the gas locker with water to overflowing - where would the water go?
 
Are you sure that it doesn’t already have a drain hole? If it doesn’t then fitting one should be doable if access is okay. In simple terms drilling an appropriately sized hole in the bottom with a fitting to take a rubber pipe to the hull, with another hole and skin fitting (well above the waterline) will do the job.
 
The locker definitely doesn't have a drain :/

I have currently had to leave the gas bottle outside due to FloGas being slightly larger than the Calor bottles.
Has anyone had to pass a BSS certificate with this issue? Is it acceptable to just have the bottle outside chained up?

Here are some pictures so it's a bit clearer. The guidance I have received is that it won't pass the BSS because the locker is also within 1m of the door.
