Do I need a license to use a 3.6mtr, 15hp outboard, tiller steering and used only for pottering coastal in the South of France.

A French resident needs a licence for a power driven boat if the engine is above 6 hp

If the boat's primary source of power is the motor and it is registered in France, probably yes. If it is a sailing boat with the motor as an auxilary, no. Bit more info needed.
