24 foot is fine, reckon £2400pa mooring in a choice of nice marinas.
No issue with draught, and about £300 a year river licence.

About 1k a year mid river / pontoon no licence required below Teddington . There are mid river moorings from Richmond all the way to Twickenham and its a great stretch of river to boat on .
