My boarding ladder steps are old and worn.bearing in mind the bottom 2 steps are 100 % underwater . I can make new but which wood should I use???

I'd much prefer plastic for this application, especially if the lower steps are permanently underwater; how about the good old cut-up plastic breadboard, double or even treble thickness ?

I have just got some 20mm thick white High density polyethene (HDPE) for some packers/supports for the outboard on my little motor boat.

12 to 15 mm thick would be about right.

I have pleanty of all kinds of hard wood at home but decided to use HDPE as the packers would be partially underwater.

Or a length of plastic decking material?

That would be non slip as well.

Plastic decking material does normally bot have the rigidity like wood or HDPE would have to span the side cleats that a wooden tread stern steps would have.

Any thing unprotected underwater soon get get slippery from algae growth

If the OP wishes to use wood I would use balau decking wood

Mine are elliptical stainless steel, and of course they don't get growth on them, the lower section which has a couple of rungs under the water, is only in the water when folded down.
