The black bottom stuff used on wooden boats used to be coal tar, which is different from bitumen based paints. I believe ordinary bitumen paint will not stick well to coal tar blackened bottoms, but there are varieties ( with added linseed oil, if memory serves me) which do. And as to H&S: coal tar is a mixture of benzene-based compounds, most of which are highly carcinogenic. For this reason, highly illegal in continental EU as a bottom paint, EVEN on commercial barges .
