Bilge Water Ballast (on Pedro?)

A question about a bung on a small trailer sailer which, from the article in last month's PBO, appears to be a Pedro.

There is a hole with a bung below the waterline at the aft end of the keel. Is this bung to be removed when launching so that the water can enter the keel ballast area OR is it to be left in and water filled by a hose or bucket from the cockpit or cabin? (In the later scenario then bung would be removed on recovery to drain the ballast.)

There is a concern that making the wrong choice could either sink the boat by taking in water or alternatively making her unstable and causing a capsize!
