I believe this is already happening at least partially in my area. This summer I regularly hear the navy control calling up known local boats on channel 16 and asking them to switch to 8. On channel 8 they ask the local boat about other boats in their vicinity. A typical exchange would be - can you see the boat 2 miles north of you, do you know the boat or what it's doing. Mostly we only hear the navy side of the broadcast although occasionally we hear both sides if the boat being called is close enough to us.
