Best filler?

I need to do some light filling of the planking below the waterline - just scratches and raised grain really, so nothing too deep. Above the waterline I always use international 100 trowel filler which is excellent but apparently not suitable for below the waterline.

What is the best thing to use? I suppose epoxy is a possibility, but it seems a bit of overkill for what is basically just cosmetic fairing. Would the trowel filler work, or would it fall out?
 
I assume, that you didn't mean car body filler, as it's porous. You can mix cab-o-sil or the like into reacted resin, or even talc. Use microballoons for fairing, or even just add wood flour to reacted resin
