I'm reading conflicting reports so thought I'd ask on here.

Would a 1999 Beneteau oceanis 38.1 be suitable for longer, offshore passages?

Depends on what you mean by "suitable". It is CatA ocean but aimed primarily at coastal cruising and charter markets, so emphasis is on accommodation and lighter aies performance. However many such boats are used offshore because owners value those properties and accept that the boat may be less comfortable in heavier weather.

Not surprised you get conflicting reports simply because boats are a compromise and different people have different views on suitable and accept different compromises.

Really depends what you mean by 'longer, offshore passages'.

Scotland to Iceland in November? Scotland to the Azores in mid summer?

The human race has crossed oceans in small rafts since before recorded history. Some survived, some did not. As @Tranona says everything is a compromise.

p.s. It is a bit big for the Jester Challenge. ;)

Our ‘88 OC 320 has done the Atlantic circuit twice with prior owners. Can’t vouch for how comfortable it was but nobody died and the boat is none the worse for it.
