I never understand why reporters have to stand out in the rain in front of houses of parli or No. 10 or wherever as if proximity gives them some credibility. Same mentality as every story needs a picture "man gets run over by a bus" Q pic of a bus.

Seems this is a standard thing on local BBC News. What's more it's obvious the question and answer are scripted anyway.
The other night on BBC SE News they cut to a reporter 'in Tunbridge Wells for us tonight', there was this chap standing out in the street (at gone 1030 at night, this was). Where's the studio? Tunbridge Wells!! So they paid this bloke, and a cameraman and perhaps a sound-man, overtime to stand outside, to film the performance of a scripted answer.
Ludicrous.
I have to say that round here, the ITV local news knocks spots off the BBC offering.
