Looking for a new charger for 1 starter and a second bank for domestic (250amp hr. I am confused between what I know as a Battery Charger and a " battery to Battery"
charger.
What is the difference please?

Exactly what it implies. A "battery to battery" is to charge a secondary battery such as a small emergency battery for a VHF from, say your house battery.

Not what you want. You should be looking at multi stage chargers, probably with a 20A output and capable of charging two batteries (although most good ones have 3 outputs). I have a Cristec which is solid state so no fan noise, but there are many others on the market.

I thought the OP was referring to what Sterling call Battery to Battery Chargers which are used to fool the alternator into putting more power into the battery. However, I don't have one so might be talking rubbish.

As you say, I think the OP is looking for a shore power charger rather than an alternator charger.

I had a battery to battery charger as I described on my old boat to meet the Greek coding regs for standby power for the VHF.

Yes, I assumed the requirement was for a shorepower charger.

Sterling supply: ( amongst other stuff)

"Advanced alternator regulators" that sort of attempt to deliver multistage charging from the alternator by taking over the function of the normal regulator.

"Alternator to battery chargers" (A2B) which are add on devices that simultaneously deliver "sort of " multistage charging to the house battery and bog standard changing to the starter battery.

"Battery to battery chargers" (B2B) that enable additional batteries to be charged . An alternative to but better than a vsr perhaps because they are multistage chargers and can be set to charge a different type ( nicely described on the 12 volt planet website)
 
We had lead acid deep cycle batteries for house and gel batteries for cold cranking so we had a smart charger which we could set to different charging regimes. The latest CCA batteries are Calcium.

I would suggest a Victron charger of 30a.
