My battery that was reading 10V last was puton charge with my electronic charger.The thing says the battery is fully charged but it only reads 11,9V.Am I to conclude that it is buggered or should I partially discharge it and then put it on the charger again?
 
Little hope I fear, if your charger is doing its job fast enough. How long was it on charge, how big is the battery's capacity and how many amperes is the charger supposed to deliver? Maybe it just needs to be on charge longer. Still, it will have been damaged if the voltage was down at 10 V.

It's 70AH,the charger is a 8amp one and it's been on charge for 14hours more or less.The charger ,being electronic, says the battery is fully charged.I can try and give it another charge but I'm thinking it's dead.

It does not seem right that the charger will say that it is fully charged if it is only reaching 11.9 volts.

With what are you measuring the voltage ?
 
Sounds like you've got a bad cell in the battery.
Can you get it load tested ?
I'm using a cheap digital multimeter.Can't really have it load tested as there are no specialized shops around here.Maybe the charger reads the battery and after a while of not increasing the voltage it pronounces it fully charged?
 
It's only a glimmer of hope but in 14 hours your charger may not have put in 70Ah to fill the battery. I doubt if it keeps up 8A for very long.
 
+1 for load testing.

I went through this recently ...recharged one of our batteries to 12.4v. Testing it under load by trying to start the engine saw it drop to nearer 4v, and then bounce back up to over 12v when the load was off again. So from my limited experience with this sort of thing load testing is the real test of a battery's fitness.
 
Is it a sealed unit? If not are the fluid levels ok in each cell? Don't trust the little circular window flags they can be iffy. You can get the turkey baster type fluid testers with a traffic light scale which can show you quickly if the battery is done for.
