at the bottom, obviously, i can make a pad on a stick, but what do i fix on each side of the pad ?

way too narrow for a brush off a broom, slot width 9cm

What about drilling a hole in the side of a wooden scrubbing brush and screwing in a long enough piece of dowel or, better still, a suitable length of threaded metal rod with nuts and washers either side of the brush head to hold it in place.

The only thing that I find will move barnacles is a scraper!!

Yeh, gona have to be that, wooden handle though, don't want to mark my slot any more than I have to.

Another thought...what about one of those long handled brush/scrapers used to clean BBQ grills you might have to extend the handle. Depends how deep your slot is.
