barge aground on the Thames

As she is parked right outside my office I would say deliberate, its a regular barge for this stretch and they as well as the guys by Festival Hall use that beach a lot for maintenance between tides.

Looks like one of the 'Tidy Thames' vessels to me.

I'd say deliberate.
