The law regarding any sale is that the buyer makes an offer to the seller which the seller may or may not accept. It matters not that there has been a price indicated. This is even the legal situation when you buy your groceries in TESCO, despite the price tickets on the goods.
The present owner, the seller, can decide whether or not to let you have the commodity at all and is free to accept or decline your offer.

I remeber a case vaguely in the sixties which made the news because a lady saw a fir coat in a store marked up for 100 guinee's and demanded to buy it athat price even though it was supposed to be 1000 guinee's and she won the case. However I'm sure the loophole has been firmly sewn up these days.
