Am I right in thinking that a Balanced lug with boom can be raised either side of the mast?

Yes, as with standing lug (though traditionally set on the port side of mast, on working boats at least as nets cast on the starboard side).

Just so. Its because most people are right handed. If you are left handed, you may prefer things the other way about.
