"Backburner" on gas cooker

After a couple of minutes from lighting a burner on my SMEV cooker, the burner starts to "roar" and the gas jet UNDER the burner cap lights - partially burning some of the gas.

What could this be caused by, and what can be done about it? I disassembled the cap, but there was no dirt visible....
 
Using the correct gas at the correct pressure according to the plate on the cooker ?


Is there any provision to adjust ( reduce) the air admitted to the burner ??
