I even blew the lights in my laptop screen with a 12-19v inverter! So would suggest great caution with laptop. I think I would charge the boat battery then plug in a 240v inverter then the laptop 240 volt charger. I think noise levels are quoted at a specific distance often different makers use different distance. The decibel Db figures may be unweighted (higher number typically 91 Db @7m ) or "A weighted" (lower number reflecting human audio perception typically 60Db @7m)

Hi,
Most of us that have the cheapo gennys have gone down the 'Kipor' route. ( A Chinese copy of the Honda) If you have a unit that generates a full sine wave output (as stated on the box) you should be able to run a laptop or any thing with a motor.

To charge 12 volt batteries, they have a 12 volt outlet to use rather than the mains 240 volt, although you could of course use a 240 volt battery charger. The noise levels change dramatically depending on load. The Kipor is very quiet on tick-over and light loads but sings a bit with a kettle on (1500 watt) but that's on a 2Kwatt version. /forums/images/graemlins/blush.gif

In your case, I think you would be well advised to check battery charging ability and run eveything off the 12 volt circuit.
