If you are in a commercial yard, firstly talk to him and explain grinding steel can result in rust marks all over your boat.

Also talk to the yard manager about your concerns and ask for either your boat to be moved or his. He may also talk to the other owner as the yard may have some rules he is breaking. In my marina yard you are not allowed to sand blast or soda blast due to the mess.
 
When I asked him how much grinding he was going to do he said he would wait until my new coat of varnish had dried, that is when I put him straight as to the real problem, and that boats need to be tented before such work is carried out. I also had a word with the yard staff who said they would sort it if i didn't.

does your marina/yard operate a permit system for hot works ?
 
Sounds like the guy didnt know or think about what effect hot sparks can have .

Now that he does know theres no excuse .
