Aux engine mount

Good morning.
I have just purchased myself a 15ft Dell quay Eurosport and previosly it had a aux engine bracket attached which the previous owner included in the sale. Here is the bit where im in trouble. The chap had a freind help him remove the bracket for some reason. The friend apparently could not undo the bottom bolts so cut them off. There seems to be no way to get to the back side of these bolts through the seat or a hatch anywhere. I wish to re-attach the aux bracket as i need to be able to build trust in the main engine, plus its a sensible idea to have back up propulsion. So the question is are those bolts un reachable is there a way i can drill them out and put another fixing in ? I had thought about making a bracket to just hook over the back and attach it with the top two bolts with the addition of a couple more as low down as i can get them where they pass all the way through.
 
Have you removed the back bench seat and inspected properly. To me it would be strange to think that someone has attached an aftermarket device with bolts that you can't access. They must be accessible somehow.

The seat by the helm tilts forward but there is no access towards the transom, I argree this is odd but its unfortunately true. I have tried to find information about the eurosports but there seems to be very little out there, likewise trying to find accessories for it, I had wanted to put a radar arch on, so that i might put some nave lights and an anttena on for a radio. Looks like i will have to make my own.
 
Unless the bracket was held on with selftappers(which for an O/B bracket is a terrible idea) there must be a means of accessing the fasteners.
