My yacht has no cross trees , which is not unususl here.
I wish to fly a couple of pennants to but have nowhere to attach the block.
Does anyone know of a 'clamp on' fitting which will fix to one of the wire shrouds for this purpose please ?

I’d be tempted to use a rolling hitch and a small block but if you want a clamp, have a look at ‘Barton shroud cleat with an eye’. You could always cut off the other end if worried about things snagging on it. Another option might be to use a wire rope ‘Bulldog’ grip to attach a line with a loop or block but tape over the grip to avoid chafe

How about riveting or screwing a small strap eye to the mast at the appropriate height and run a line around the shroud with the small block attached, that way the block could be between the shroud and the mast. At the bottom either a shroud cleat or a small cleat again screwed or riveted to the mast...

I used to fly my ensign from part-way up the backstay, with a halyard passed through a small shackle secured to the stay with a racking seizing in waxed sailmaker's twine. I eventually switched to a taffrail staff because the flag hangs more elegantly, but the shackle on the backstay never moved.

For my ensign, I attached a tiny block to my backstay using one of these

Works a treat

Broads yachts mostly seem to fly house flags/burgees from bamboo poles at the masthead, could you do this? Or take the opportunity if you have a gaff rig to fly an ensign from the end of the gaff.

Cut a small loop of line and whip it to your shroud. Shackle a small block to the loop and there you are! I have one on my backstay for the ensign.

Thin cord and a prussic knot. Can be tied low down and slid up using a stick to the height you want it, then pull it tight and it tightens onto the shroud. Ok it could maybe have a tendency to slip under load on a smooth ss shroud but the weight of a couple of pennants isn't going to pull it down.
