I'm not asking for artistic judgements; only for the best way to fix a framed picture to a bulkhead. My bulkhead remains sadly bare after twelve years of ownership because I can't think of a neat way of fixing a frame. I would prefer not to have brass lugs sticking out into view, though this would be the simplest. Whatever I use, it has to be secure, though my velcro method on small frames was successful on a previous boat. Thanks in advance.

As you say, brass lugs would be easiest. Otherwise if the frames are wood then you can countersink and plug the fastenings through that.
 
Brass keyhole plates let into the back of the frames and screws into the bulkhead to take them? Otherwise, there are industrial grades of Velcro that would mount an elephant!

I used velcro on two small framed pictures because I did not want to make a hole in the bulkhead. One keeps falling off and the other has stayed put for five years even though they are identical.

In retrospect I am not sure the velcro was a good idea as I suspect that if I were to remove the velcro there would be an unsightly mark - might just aswell have had a couple of small screw holes.
 
I'd use a standard brass picture hook that's been flattened a little to give a lower profile, along with a couple of small pieces of self adhesive velcro on the bottom edge. The hook will give the support, and the velcro will stop it moving around as well as keeping the print in the same plane as the bulkhead.
