If it's a 2 stroke and a 1998 i'm 95% confident it can be upgraded through jets and possibly removal of a restrictor (penny washer in the carb inlet usually).
The torque series is a different prop and gearbox, but I'm sure the 9's of that era are just restricted (US smog regs) 15 hp.
Give BHG Marine or your local yamy dealer a call and ask for someone in parts/service, they're usually pretty helpfull and can supply the parts you need. If your close may be worth sticking your head in and asking, don't e-mail though. You need to speak to a friendly face to get the best info and they should be able to give you the parts over the counter.
If your buying the required parts, they shouldn't have any problem explaining what you need to do.
