Really? The instructions for Propspeed are very specific about the cleaning of the prop before application. I don't recall anything about painting it first.

I don't think so.
but I have found that Propspeed (effective as it is) eventually washes off and a layer of a/f beneath help to continue to keep the barnacles at bay.
Interesting. My experience is that it lasts for a year and absolutely no barnacles, whereas paint doesn't last very long on the prop.
