antifoul problem

My boat was sanded below the water line and epoxy treatment done ,with the antifoul paint being applied just as the last coat was still tacky two year ago, and the boat remained out of the water.but now that I am getting ready to put back in the sea, I notice that some of the antifoul has come off by the rain,Please tell me if putting on a new coat of antifoul would be ok before going into the sea or must I do something else before before antifouling those areas.Your advice will be much appreciated

Two years ashore will exceed most of the 'out of the water' dates of most antifouling paint - if not all. Remove any flaking anti-foul so you have a sound surface and apply two coats of new anti-fouling.
 
I had this same probelm on a previous boat. I had to remove all the old antifoul, coat with antifoul primer and then re-antifoul. You may get away with just scraping off the loose stuff if the flaky patches are quite small. If that now reveals the epoxy, you will have to coat with antifoul primer first.

Thanks for the info ,I do not think I can get antifoul primer here, what else can I use ? yes i can see some of the epoxy coat ,This site is always helpful!!
 
As far as I know, very little sticks to cured epoxy other than antifoul primer. I would have thought that any supplier of antifoul would also stock primer as it is the normal pre-coat if applying antifoul to any unknown substrate.
