Anti foul - mix and match?

Iron keel has rust I'd like to sort - zinc primer, then gloss topcoat? Should I use 'rust converter' first?
Sail drive - can I use the same primer & topcoat? ( I'm looking at Hempel or T A Paints)

Anti-foul - the hull is coppercoated, mine a good experience (my guess is that it is very old, they all seem to have been done '9 years ago' ...)
Can I use the same anti-foul on the keel & saildrive?

Keel join to hull. What to use here, to fill in for a nice finish? Does one 'fair' it?

You shouldn't use a copper-based antifoul on a saildrive. Instead, use something like Trilux, which is safe on aluminium.

You could also use Velox, which is a similar chemistry to Trilux but a bit more of the active ingredient. It merits note - the active ingredients are expensive and Velox costs more than Trilux. We have used Velox on both our saildrives and props to better effect than anything else (we have tried Trilux and various silicone formulations (Propspeed, PropOne, Prop Gold) and prefer Velox.

Use the YBW search engine and you will get chapter and verse on Velox, Vyv Cox is the initial convert (I think). It does need a bit of care in application - use that search engine!!

We have much the same situation as the OP.
Keel: grind rust spots out (they seem to appear in different places each year....), paint with epoxy primer (3 or 4 coats) the antifoul over the whole keel. No growth but the rust is a persistent nuisance.
Saildrive: Velox. I cleaned up the drive a few years back, applied the Velox primer and then the paint. A couple of coats a year keeps it fouling free.
 
I've also used Velox for 3 yrs. - last year I put on 3 top coats and when lifted out 10 days ago I was pleasantly surprised as there only a few barnacles around the nut and boss - by far the best result so far. It was the first year I've used 3 coats and was much better than my usual single coat.
