I have been viewing a 45ft ketch in the US and the owner informs me that.....
a.) he has paperwork that proves the rigging is 8 yrs old,....and
b.) he had a hull survey done last December which was apparently very good and has the report

I have also contacted a high profile surveyor there and been quoted between $8-10 per foot for haul out and $22 per foot for the survey, which also includes a thermal imaging survey on the hull, and a full rigging check etc, etc.

Question is, do I go with the original hull survey and get the rest surveyed at around $400, or should I just get a new complete survey.
Will the original half survey be acceptable to insurance co.?

personally would go for a complete survey that is done on your behalf rather than one that may have been done for an insurance requirement.

So you are looking at about $1500 to do the job properly. If you are seriously thinking of buying the craft, I'd have thought that it was money well spent. Assumnng that the boat is basically sound then you'll have a bargaiinng chip to bring the price down a bit mebe and at the very least you'll have a schedule of work to bring the boat up to spec to while away those happy hours in a foreign port.
