Another Raggie Stinker fall out !

Is time that sailing boats were forced to take a basic test before going on the water

I thought this was on the Medway for one glorious moment - had a similar conversation there a few years back.
 
Let's assume the sailboat wasn't overtaking.

Let's assume the camera man was on a motor vessel.

From the motion and camera height, I'd guess this motor vessel was under 24m LOA, fairly shallow draft.

I'm unsure why the motor vessel expected the sail boat to keep clear. He appears to claim that he was restricted in his ability to manouevre, since he was in a half a mile wide channel. However, I bet he wasn't flying a cylinder shape. Perhaps he was fishing or trawling with a basket in the rigging?

Perhaps he was a nervous novice, unclear about how to manouevre, and unaware that if the boats can see each other, the motor vessel should keep clear of the vessel under sail. His shout of "starboard" even suggests that he thinks the sail dinghy was being propelled by motor. Anyway, the sail boat was on a starboard reach at the time of the collision . . . so that must have been confusing. A motor boat shouting "starboard"! Was that an order?

It is quite clear that the sail boat broke the collision regulations, since he didn't take whatever action may have been necessary to avoid a collision. That, of course, begs the question as to whether the motor boat had been travelling in a straight line all the time - or whether it had made some late changes of course when a collision seemed inevitable.

It's equally clear the the motor boat was right, since this is a motor boat forum. Of course motor boats don't have to take tests. They don't need them. They're stronger than most racing dinghies . . .

Alright , I put my hands up and apologise to jimbaerselman, the original sound track was difficult to follow and digital 'enhancements' were required with a combination of lip reading/body language techniques and deducements to complete the gaps ;).
It was in fact most likely an incident between two raggies although I didnt actually see the collision.

Interesting to note that 57% of those who voted believe raggies should be compelled to take a test.(Thats when you add votes for 'every one including sail' and 'sail only').

I hadnt realized it was 1st April webby :D
