This question is deeply flawed since, as Einstein observed (general relativity), time is relative and not absolute. Different people travelling at different speeds experience time differently.
So, to Dylan (pottering slowly around the coast) time is barely changing and he perceives that his progress is quite acceptable.
To the rest of us, rushing around in our busy lives, we perceive Dylan's progress as slow.
So, I have to ask, whose decade?

but as it runs Microsoft Windows it sticks out like a sore thumb in our, soon to be, "Apple only" house. I wouldn't want to run my business on it, but for an onboard machine it would be fine for someone who is still to see the light and swear to never use Windows ever again.

Haven't heard from Angele. Does he/she still want the laptop?
Spent an hour or two deleting all our content and programmes (which, as is typical with Microsoft involves running the install software!) and needless to say the stupid machine will now not boot.
As I have no Microsoft discs or anything, and no desire to spend a moment longer with the machine than I have to are there any suggestions?
