I would have thought that E European nationals, being EU citizens and hence having the right to live and work here would not be counted as "immigrants"

One wonders how they recognise "immigrants" as opposed to tourists who simply forget to go home.

Similarly what is the status of "refugees" as opposed to "asylum seekers" or "failed asylum seekers"

Personally I wouldn't believe a government statistic that told me 2+2=4

Nice idea - but scarily not new news - there have been many references in ID card legislation/proposals/discussions to proximity detection/reading of ID card - commonly interpreted as RFID. Scanners in high-streets, stations, airports (shops? wouldn't they just be delighted to know more about who was entering leaving) could log your every move.

So,
1) Implement ID cards
2) Make people carry them (otherwise what's the point,right?)
3) Errr, we're pretty much not too far off your tongue-in-cheek scenario, which actually now looks scarily orwellian rather than lightly humourous....

er - try sailing in Portugal or the Caribbean - log in with full ships papers - log out with full ships papers even just sailing down the coast/o/night!

The simple sail will soon become a nightmare when the UK Gov catch up
