anodes and bolts

I have a question about the bolts that are generally used to fix them.Every time I replace the anodes I notice the bolts are rusty with them being ferrus.Is there some reason why stainless ones can't be used instead.If its about conductivity the how do shaft anodes work on prop shafts ?

They actually turn rusty as the boat is lifted and there is no longer a circuit being made via the sea. Once back under water they will be remain OK. Stainless bolts have their own unique problems underwater which the anode may or may not prevent but it's just as well to stick with mild steel.
