An engine shy of the sea ??

We have a Fjord Weekender with twin Volvo 170 petrol engines, which has been laid up for some 8months being refurbed. Since she has been back in the water we have been teasing out the hiccups, but seem to be stumped with our port engine not wanting to rev above 3000rpms in gear !! Starboard is fine, Port can be rev'd well over 3k in idle, but when she is in gear as soon as she comes close to 3k revs she backs off. If it was a car I'd say the clutch was slipping !!

Any suggestions as it is getting some what frustrating now, chugging down the river and out to sea then chugging back !!! As far as we are aware the boat ran well before.
 
Fuel starvation (blockage)...

An engine will, when loaded (in gear), require significanly more fuel than when not under load (in neutral).

1) Fuel Filter
2) Fuel supply hoses
3) Water Seperator
4) Fuel Shut off valve
5) Fuel Tank pickup
