I have an anchor light one hangs up with a lead to the 12V socket, photocell as described turns itself on and off dark to dawn as GrahamM376 describes.

It's an old style bulb so I expect there's an LED version now, it was an off the shelf item at Force 4.

I think the simple answer for strobe lights on yachts is to add a 'special' flashing sequence light and/or colour light for vessels under a certain length in addition to anchor lights or instead of.
