Spoke to Volvo Paul last week regarding power loss or more precisely lack of revs above 2,800 with both my AD31P,s. Unfortunately I have failed to get in touch with him regarding my most recent observations. Noticed with the air filters off I can reach the turbines and neither will spin when engine is static. Is this correct? Do they have some kind of electronically operated brake to allow them to rotate only when correct revs are reached. You can tell my knowledge on this subject is next to nil. Hope someone can advise me soon as I am off to the boat this afternoon, and its 100 miles away
 
Turbos should always spin freely with the engine off, you have to remove the exhaust bend to see if they are jammed by rust on the outlet side, or could be total failure but unlikely both would fail together. I think it will be rust and soot jamming the turbine wheel. It can be carefully scraped away but if the rust is too severe then they need an overhaul.
