Is there a way of searching the Spanish boat register? My neighbour and friend here in Empuriabrava was taken out by a Spanish boat that didn't stop and his insurance company will pay but want the offender identified.

Try searching the MARS ship radio list here:
https://www.itu.int/mmsapp/ShipStation/list

Filter for E - Span on Geographic area and Administration. You might get a little more info to go on, MMSI number etc.
