A pipe from the bottom of the fuel tank would lead to a filter, then to an electric pump and back to the tank To avoid one more hole in the tank, would it be OK to make a T junction in the pipe returning excess diesel from the Nanni engine? Would the slight increase in back pressure affect the Nanni?
 
Bear in mind your engine does this anyway in vast quantities with the return fuel line.
The only difference is the pick up is not right as the base of the tank.
A pickup on the bottom will only pull dirt that is a few cm from the pipe - less given the pipe is small. Try it with a a wet vac. I have a pool - suction pipes ( they are big ) have a very short range

what problem are you trying to solve ?

In spite of the fuel line filtering, boats still stop sometimes with blocked filters. I don't have any problem at present but would feel happier if any sediment was removed.
 
Would do a professional tank cleaning every 5-7 years + installation of a pre filter separ or racor...
