If your engine is freshwater cooled via a heat exchanger and the exhaust gases and cooling water come out of the same 'ole, then it's reasonably normal,

Some injection bends design encourage the formation of water vapour ("steam"), my Beta does.
Very noticeable when it's cold or when the air is very humid - i.e. after heavy rain

If however, there's no good stream of water as well, then your mud box / filter is blocked - but you've said the flow is fine, so the above applies.
