50mm exhaust hose onto 48.3 OD pipe

Is this going to clamp onto the steel pipe successfully please?

Sounds to me like you have a piece of NPS 1 1/2" U.S.A. size tube which is nominal 1.9" or 48.3mm O/D, not scaffolding pole is it perchance? (that is 48.3mm O/D) I would suggest for an exhaust that you use some thin sheet metal as a collar to increase the O/D and some exhaust assembly paste and very good exhaust clamps.
 
Is this low temperature wet exhaust?
In which case as David2452 says, but any reasonable sealant will be OK.
 
Smear some plumb a flue or other heat resistant silicone on the outside of the steel pipe and on the inside of the rubber hose, slide the hose on to the pipe and leave the silicone to cure for 24 hours then tighten the hose clips and you should have a perfectly good seal between the hose and the pipe.
