30 degree roll in 1m seas

I would love to hear the real reasoning behind the decision not to fit fin stabilisers. It surely cannot be weight saving. Somebody somewhere must have reasoned that the hull design did not merit them
 
A bit narrow in the guts, 42x7? I thought three to one was favoured by Royal navy designers.

RN typically at 6:1 or 7:1. Gets more speed for less power.
The Canadians state that stabilisers were never in the spec - doesn't mean that the operators didn't ask for it to be included before the bean-counters did the deal. One would think that they must have considered adding roll damping [bilge keels] - it looks like they are losing a lot of operational time.
