That's about as close as I can get to an accurate description.
Problem with the starter. Seems to engage for a moment, which nudges the engine, but although the starter continues to spin, the engine does not. Importantly, if the decompressor is operated, the engine continues to turn, very slowly, the starter still running at high speed.
My guess, the spur gear on the starter is very worn, and forcing itself out of proper engagement, but still trying to re-engage, the friction is turning the ring gear.
Might this make sense?
