2 Anchor Balls

Passed a small ship at anchor today and was intrigued to see an identical anchorball on the bow and stern???

New one on me thinks I ,could it mean anchored fore and aft possibly?

Dont panic they havent introduced new rules ,the after one was a black sattelite TV dish..
