1968 3hp johnson pull cord stuck?

I have been given a 3hp johnstone and have decided to try and get it running. The pull cord won't reel back in? Any ideas?

I had a pull cord that wore a v shaped groove in it's guide and wedged the cord in place. Wasn't an outboard, though!

Turn the prop backwards?

Is it in gear? usually there is a pin which is supposed to stop you starting it in gear but it allows you to pull it but stops it going back!
